The article considers historically established anti-terrorist activities of the past centuries in the form of power struggle with terrorism. The author reveals an obvious lack of military action against terrorists and terrorist organizations. Coming to the conclusion that there was insufficient defensive responses, the author believes that the emphasis should shift towards to early prevention.
